Joyce Alima, the Gulu City Speaker today tasked the City Town Clerk-Edward Kiwanuka to explain why the former mayor has not yet handed over office.
Kiwanuka who had no explanation requested for time to get in touch with Labeja to handover office.

The Permanent Secretary of Local Government Ministry, Ben Kumumanya earlier wrote a letter ordering all Chief Administrative Officers and Town Clerks to arrange for swearing-in activities between 13th and 28th May 2021 to enable a smooth transition between the outgoing and the new Local Government council.
