President Yoweri Museveni is being sworn in for his sixth term.
He won re-election in in January.
Security has been increased in the capital, Kampala and major towns an cities in the country ahead of his inauguration.
Several heads of states have already arrived for the ceremony – including from Kenya, Burundi, South Sudan, Zimbabwe and Somalia among others.
On Monday, the police said more than 70 people have been arrested for planning to disrupt the ceremony.
The suspects, according to security sources, are being detained in military cells particularly at CMI headquarters in Mbuya and Special Investigations Division –SID in Kireka, Wakiso District.
Police Spokesperson, Fred Enanga, had earlier confirmed only 41 people arrested for allegedly planning protests and riots on the inauguration day.
Meanwhile, police and the army are heavily deployed in major streets in Gulu and Lira City ahead of President Yoweri Museveni’s swearing set for later this afternoon at Kololo Ceremonial Grounds in Kampala.
David Ongom Mudong, the Aswa River Region Police Spokesperson said the joint security patrol is to enhance security in the city.
According to the police publicist, providing security during the national function is to counter any threats and asked members of the public not to panic describing the deployment as normal.
In Lira City, armed police officers were seen patrolling major streets in the Central Business District (CBD) and motorized police patrol were also visible in some parts of the city.
Jimmy Patrick Okema, the North Kyoga Regional Police Spokesperson said the heavy police deployments should not scare members of the public.
President Yoweri will be shown in for his sixth elective term.
He came to power in 1986 following a five-year armed struggle.
