The L.C1 chairperson of Parakaka village in Latanya Sub County in Pader district was on Thursday shot dead.
Quinto Opira aged 53 was reportedly shot at around 6 pm on Thursday evening by security guards manning St Joseph’s Hospital Kitgum.
The Kitgum Resident District Commissioner William Komakech says the deceased who was suffering from mental illness had been admitted at the hospital on Monday.
Komakech says that Opira reportedly developed mental complication and started running around the hospital premises but the guards who were on guard instead shot him dead.
He says the guards attached to Centurian Security Ltd recklessly fired four shots at the deceased but only one bullet hit him in the chest, killing him on the spot.
Komakech says the two male security guards were arrested shortly after the incident and are currently being detained at Kitgum central police station pending investigation.
Justin Ocen, the Latanya Sub county councilor V who also doubles as the Pader district speaker said that the guards acted unprofessionally.
