A local council one chairperson in Kwania district is in trouble for allegedly caning two suspected sex workers.

James Ogwang Oyee, the L.C1 chairperson of Alany Cell, Aduku Town Council in Kwania district is seen in a video caning the two identified as Jesca Abalo who hails from Agago district and one only identified as Jackie of Bala Sub County in Kole district.

The video has since attracted attention of human Right defenders, including Uganda Human Right commission.

Nicholas Ogwang, the Northern Uganda Regional Human Rights Officer says that the commission has taken over the case, saying they have directed Kwania district Police to record statements from the LCI.

The Kwania District Police Commander, Edith Basalirwa says police had summoned the L.CI chairman to record his statement.

A similar incident happened in Amuru district where 10 field force police officers and six UPDF soldiers are currently in jail for beating suspected sex workers on April 2, 2020 at Elegu border point.
